In your support
of the Cambodian Children’s Fund I have no doubt that your intentions are pure
and beyond reproach.
I do wonder,
however, if you are as well-informed as you should be about what actually takes
place within CCF behind Scott Neeson’s carefully constructed public relations façade?
Consider this:
Each Cambodian
Children’s Fund boy or girl who is being sponsored yields $1,800 per annum to
CCF. At least!
And from this
$1,800 CCF can’t afford to buy a boy or girl a $2 pair of thongs? If these are
not donated the children will have to walk to and from school bare footed!
Scott Neeson
will provide you with a laundry list of reasons why you should take no notice
of what I write. (I am jealous, I have an axe to grind, I am a bitter old man
and so on.)
All I ask is
that you and others on the CCF board ask a few questions and refuse to accept
answers that are evasive, PR spin or demonstrable lies. Scott Neeson
specializes in all three of these. You should take what I write with a grain of
salt. You should also take all that Scott Neeson says with a grain of salt!
The recent
Facebook story about ‘Flip Flops’ is a good example of not letting the truth
stand in the way of a good story. CCF has presented the narrative of the
‘gifted’ thongs as a heart-warming account of how poor CCF students no longer
have to walk barefoot along muddy and dangerous roads as a result of the
generous donation of $2 thongs to CCF.
This is arrant
(and demonstrable) public relations nonsense. You can see from comments on
CCF’s Facebook page, however, that CCF followers love stories such as these.
I have spent a
lot of time in Steung Meanchey recently, seen dozens of CCF kids going to and
from school and not seen one who was barefooted. Indeed, most are wearing
shoes.
From what I can
find out about you through google you seem to be a smart man. I would think you have, at the very least, a pretty good understanding
of basic maths.
Please take a
few minutes to do some maths and see if there may be some questions that you’d
like to ask Scott.
$1,800 is close to double the Cambodian per capita
income. It is substantially more than either factory workers or government
officials are paid to support an entire family for a year.
And yet CCF is
reliant on a generous donor to buy thongs for kids so that they do not have to
walk barefoot to school!
This is just a
marketing ploy to tug at the heartstrings of generous donors and sponsors?
The problem, in
terms of CCF credibility, is that Scott Neeson’s ‘marketing ploys’ quickly (and
all too often) segue into outright lies. The ‘gifting’ of World Housing homes
to poor families is an example of this. ( See # 166 Scott Neeson’s World

How is it that Scott
is able to get away with such blatant lies?
In part it is
because the CCF board does not seem to care that he plays fast and loose with
the truth in order to secure funding. In part it is because the media (in
Cambodia and elsewhere) has provided Scott with a ‘Get-Out-of-Jail-Free’ card
and is unwilling to hold him accountable for his actions. And in part it is
because Scott’s heart-warming stories, regardless of how true they are, tap
into sponsor and donor desire (quite understandable) for uplifting positive
stories: “What a saint Scott is, giving free houses to impoverished families.”
Scott knows
that his Facebook followers will respond to such stories with donations; that
it will never occur to them to read through old press releases and realize that
verbal sleight of hand has been used; that these houses are not being given to
poor families at all but rented to them by CCF. It will not occur to them that
the happy-snap photos of families in front of their new rented homes (owned by
CCF) have been taken at close quarters with a wide-angle lens to create the
illusion of spaciousness; to exclude rubbish and the flooding that occurs when
it rains. It will not occur to Facebook followers that these families are
totally dependent on the good will of Scott Neeson; that they have no choice
but to abide by his stringent rules and regulations. It will not occur to
Facebook followers that not only have these families not been given homes but that they can never and will never own
them; that these homes are owned by whoever owns the land on which they have
been erected.
If the owner of
the land is not Scott Neeson, who is it? Have you or anyone else on the CCF
board asked? Do you care? 360 free homes is quite a substantial gift to whoever
own the land – whether the houses are valued at $1000 or $2,800! And the
$68,000 a year in rent is not to be sneezed at either.
I believe you
should care, Paul. One day the truth about Scott Neeson and CCF will emerge –
not as a result of the words written by a blogger such as myself but by a
mainstream journalist who cannot be ignored as I am. The question will then
arise:
“Why is it that
the CCF board, well aware of these scams, does nothing to stop them.
As for the
thongs, I hope that these really have been ‘gifted’ to the children and not
rented! :-)

Something with 14 to 18 years old boys from the Riverside. He won’t hear his sentence anymore. Olaf can die any moment.
Is this what westerners deserve? Who helped Cambodia with billion of dollars of funds and donations? Who came with volunteers to teach, to build, to care, to help?
Olaf is another victim of Cambodia’s arrest and ransom justice system. The message is clear. If you not pay – starve away.
Another German man is recently since five months under detention in Prey Sar. He has proven serious medical issues. But as he could not effort to pay the translation of his 120 pages medical reports, the judge refused to let him go. The tall man is down to 69kg. His lawyer recommended him better to find a 3.000$ for a ransom. And his lawyer couldn’t find any arrest and detention warrant in his case file.
Beware of Cambodia.

DeleteI did not follow this case at all, Marc, but it does seem to me from what I have read online (if it is accurate) that Olaf Achleitner admitted to sexually abusing boys. His lawyer Dun Vibol did not dispute the verdict but did ask for a reduced sentence.

A convicted Austrian pedophile yesterday had his appeal case heard at the Supreme Court after he was sentenced to 20 years’ prison for molesting five underage boys in 2008.
Olaf Achleitner, 64, was working as a chef in a riverside restaurant in 2007 when he was found to have committed the crimes.
Defence lawyer Dun Vibol argued that his client had a “disease” that made him attracted to young boys and that he should be shown leniency because of health problems.
“My client has a wife and a daughter, but he had a disease which made him want to have sex with boys. In the lower courts, he admitted his faults and, as he is growing older, he has had problems with incontinence,” he said.
Chea Nara, a lawyer representing the victims, said that the serious nature of Achleitner’s crimes should rule out a pardon or sentence reduction.

DeleteThere does not seem to be much doubt, from what I have been able to find out, that Olaf A is guilty of sexually abusing children.
Olaf A had the benefit of a trial, with a lawyer to represent him.
In the vase of Mr Fletcher, on the other hand, no evidence has ever been presented by anyone that he is guilty of sexually abusing children. The only evidence that Mr Fletcher raped Yang Dany comes from a statement made by her to the police 17 days after his arrest and after she and her mother had been told they stood to gain $30,000 in compensation if Mr Fletcher was charged. These facts, all to be found in court documents, are strongly suggestive of a miscarriage of justice. This impression is enhanced by the fact that Yang Dany was still a virgin after she had been raped. And enhanced further still by her own denial that she was raped. Finally, Mr Fletcher was not able to have a lawyer represent him in court, call witnesses or present evidence in his defence.
Olaf A's and David F's cases are quite different.
I dont believe that anyone should have to live under the conditions that prevail at Prey Sar. However, I must confess that my sympathy for Olaf F is limited. I have had 28 years of experience with someone who is close to me who has suffered all her life as a result of being sexually abused as a child. Her emotional and psychological suffering will last the rest of her life. Men who sexually abuse children are, in so many ways, killing them. At least killing their potential to live and love in a way that brings them more satisfaction and joy than angst and grief. I think that men who sexually abuse children deserve the harshest of punishments.
As for the suggestion that Ola A was suffering from a disease at the time he committed his crimes, I can accept that he may have had a deep-seated problem that required specialist attention. However, if you are sexually attracted to your children, don't come to a country where you are likely to be tempted to indulge your 'disease'. Stay at home and get treatment. I would feel the same way about an alcoholic who blamed his 'disease' for acts committed in a pub. Don't go into the pub. Likewise, with a gambler. If you are addicted to gambling and walk into a casino you are responsible for what happens and can't blame your disease.
I think that most people feel some variation of this when it comes to pedophiles. And this is part of the problem. The moment the label 'pedophile' has been placed on a man (justifiably or not) he can expect no sympathy from anyone. So, if an NGO that is reliant for its funding on the pursuit and capture of pedophiles can successfully brand a man as one, he can expect no help from any quarter. A corrupt NGO can manufacture whatever 'evidence' it chooses, manipulate the judiciary with impunity, knowing that no-one will dare come to the aid of the 'pedophile'; that no-one will care or even ask too many questions.
Your attitude is that of too many people. You do not require evidence of a crime, you have no interest in due legal process. If the man has been called a 'pedophile' often enough in social media and the mainstream media you presume that he must be one and should rot in jail.
Unfortunately, your attitude is one shared by many whose job it is to advocate the legal and human rights of all men, women and children. 'Pedophiles' - real or imagined - have no legal or human rights in Cambodia, which makes them useful pawns in the hands of certain NGOs whose self-proclaimed mission in life is to 'catch' them.

DeleteI have no idea why Paul Saunders and others on the board associate themselves with Scott Neesons many scams. I give them the benefit of the doubt and presume that they have 'drunk the Coolaid' and actually believe the PR that Neeson spins in his press releases and on Facebook. Whilst Neeson needs to have a board that looks good on paper, he also needs to have a board that does not ask questions or, if they do, will be satisfied with spin answers. I doubt very much that members of the board receive any financial remuneration for their services but perhaps, as with other scam NGOs (the Global Development Group, for instance) board members get to fly to Cambodia every now and then to eat at Black Bamboo and see those parts of CCF that Scott is happy for them to see.

DeleteBack in 2008, I alerted Helen Sworn, of Chab Dai, (a coalition of Christian NGOs) to the illegal removal and detention of two young girls from their family by Brisbane, Australia-based Citipointe church. I provided documented proof of the illegality of Citipointe church’s actions.
Helen Sworn’s attitude towards me, towards the parents and towards the girls illegally removed, was contemptuous.

Citipointe are a member of Chab Dai and are autonomous in their own right as an organisation.
They are carrying out a good program here in Cambodia and I am certainly not at liberty or legally able to share information on cases of children within their care. As a member of Chab Dai, they believe, as we do in the protection of children and the desire for children to be cared for by their families in the community as the first option for any child.
Regardless of your history with the family, you do not live here in Cambodia and you clearly do not understand the complexities of the issues we or our members are dealing with on a daily basis.

How disappointing that you should respond to my email with righteous indignation rather than a cool, calm, careful appraisal of the facts.
How disappointing also that you should announce that you do not wish to enter into any kind of correspondence with me; that you do not intend to answer any questions. Transparency and accountability are clearly not high on your list of priorities. In the absence of any further communication from Chab Dai I will work on the assumption that you have expressed Chab Dai’s official position on this matter.
As the head of Chab Dai in Cambodia you should not need to be reminded but according to the Chab Dai website the organization is committed to “reintegrating their client back into a safe community. The reintegration process includes restoring a client’s relationship with their family, their community and with the society at large.”
In relation to Chanti, Rosa and Srey Mal (also known as Cheata) Citipointe is committed to doing precisely the opposite of what Chab Dai stands for. How else can you describe Citipointe’s decision to limit Chanti’s access to her children (and they to her) to 24 hours a supervised access per year?
I will quote again from Citipointe’s 11th. August email: “Rosa and Chita stay with us until they are 18 or until she (the mother, Chanti) can provide a safe environment for them, as defined by LICADHO and the Ministry of Social Affairs.” Given that neither LICADHO or the Ministry of Social Affairs has a definition for a ‘safe environment’ this statement is meaningless.
Who will decide when Chanti is able to provide her daughters with a ‘safe environment’? Citipointe? Chab Dai? And ‘safe’ in accordance with what criteria? Depending on your definition of ‘safe’ all street kids in Phnom Penh live, by definition, in unsafe environments. The kids that sell books to tourists, though they may live in houses with their parents, live in unsafe environments since they are exposed to the danger of sexual abuse. Indeed all impoverished kids in Cambodia, it could be argued, live in ‘unsafe’ environments. Without a definition of a ‘safe environment’ how can Chanti ever know what she needs to do to have her children returned to her? In one, two or three years time Citipointe can simply assert, regardless of what Chanti may wish, that she is unable to provide them with a ‘safe environment.’
Helen Sworn did not respond to this email. She and Chab Dai gave their tacit approval to th4e illegal removal of these children. So did Naly Pilorge, Director of LICADHO.
For some intrepid journalist there is an important story here to be researched: The role played by Christian NGOs in the illegal removal and detention of Cambodian children from their families. The Christian NGOs are very rich, however, and hence very powerful. Like all rich and powerful individual and organizations in Cambodia, they can do what they want. In the case of Christians, they can justify their illegal actions on the grounds that they are winning souls for Jesus Christ.
In any country in which the rule of law applied, they would be dragged into court and charged with legal and human rights abuses.

Two men appeared in the lobby of my hotel saying that they were police and that they had a document to give to me from Samleang Seila. They were not wearing police uniforms.
They produced no evidence that they were police and I refused to accept their document. At first. Then I indicated to them that I would accept it and they would not give it to me. They sat, stony-faced, in the foyer for half an hour and then left.
What this visit means will be revealed in due course, I guess!
Was it merely old-style intimidation or is Samleang Seila seriously considering taking me to court for pointing out, on this blog, that the narrative APLE has constructed in relation to Mr Fletcher has holes in it that you could drive a Mack truck through.
My guess is that Samleang Seila will arrange for a secret trial to be held in which I will be found guilty of having defamed him; that I will learn this from a journalist who will, via email, ask me for my response to the sentence that has been imposed on me in this secret trial.

If you are suing me, Seila, you are almost certainly reading this - in search of evidence that I have defamed you or whatever charge you have decided to make against me.
Tell me this, Seila: How is it that on 23rd July 2010 your boss, Thierry Darnaudet, had no evidence at all that Mr Fletcher had raped Yang Dany, and yet ,17 days and the promise of $30,000 in compensation later, Yang Dany told police that she had been raped in March 2009 by a man she had not yet met; a man who was not in the country at the time of the alleged rapes and a man, whose two 'brutal' and one hour long rapes managed not to have any effect on this young woman[s hymen - which remained intact.
I know that none of these facts necessarily have any relevance for Phnom Penh Municipal Court judges, but please, Seila, have the balls to let me know precisely why it is you wish to take me to court. I should not need to wait until a journalist calls or emails me, after the court case, to find out.
The 2 Police NOT from APLE seems to be a part of the Intimidation Plan to silence you. Perhaps this action has a broader base and includes ccf, licadho etc. They would have the financial means to get you off the screen.

One thing I know for certain is that this group of people are actively seeking to get more info on bloggers critical to their actions. They've done it for years and will use anything "like the death of your nephew info" or info of a law violation that may have happened decades ago and has nothing to do with child abuse or sex (like a car crash etc) to get a handle on you.
Powerful as APLE is most people will eventually silence and stay mute. People know they can fabricate any story and get away with it.
Your benefit is that you exposed yourself from day 1 and never made a secret about who you are and why you run this blog. A pretty wide audience knows you and this blog although i believe it's mainly the NGO People that read every thread here in fear that their Business Model is coming down, soon.

The most telling fact, however, is that both men were very unfriendly. This is not usually the case with Cambodian police, who tend (in my experience) to be polite and friendly.

DeleteMy blog is, in part, made up of a series of questions asked of you about the Cambodian Children's Fund. You never answer any of them. You could, so easily, completely discredit me if you were to give honest answers that revealed my questions to be nothing as, as you say here,my 'stalking' you.
Giving honest answers would be in keeping with CCF's 100% transparency rating with Charity Navigator but not in keeping with CCF's actual modus operandi - which is to operate as secretively as possible and to hope that you can paper over all cracks with good public relations.
So far so good as far as public relations are concerned. You are very good at PR and maybe you'll be able to fool your donors and sponsors for years to come. Time will tell.
As for Jason Thatcher's houses, one of the big differences between World Housing houses and Global Village houses is that the latter actually does 'gift' houses to poor families ('gift' as in 'giving') whereas you RENT the houses whilst claiming, in public statements, to be 'gifting' them.
Whilst the design of the houses is Jason's, I don't think that he ever intended they be packed together like sardines, with only inches between the eaves of rooves.
As for flip flops, Jason may well give them to poor people. However, he is not giving them to kids who, by your own admission (unless you lied to the IRS) are generating $2,000 a year in donations per child for that child to receive an education. And Jason is not giving flip flops to sponsored children who generate $1,800 a year for CCF.
If you can't afford $2 out of $1,800 or $2,000 per year per child to buy a pair of thongs, there is something seriously wrong with your funding model.
If you can afford $2 for a pair of thongs but allow kids to walk barefoot to school anyway, there is something seriously wrong with your priorities.
Given that you will not let us know which of these two is the case, readers (and I) must guess. And keep guessing.
Some good news coming soon - Rickets will be arrested and charged for defamation and with a criminal history for the same thing hanging over his head, will be given a jail sentence. Not my words - the words of a person who I spoke to at the Cambodia Courts 3 days ago. Apparently while Rickets has been defaming everyone from the PM to the local peanut salesmen, the powers at be have been meeting and its only a matter of time. The great laugh will be when rickets gets arrested and jailed - stay tuned to see how many of his keyboard warrior friends come out of anonymity and protest on your behalf. Short answer is - absolutely zero. Good riddance Rickets!

Since you are in the mood to give advice, what do you think would be the correct approach to secure a fair trial for Mr Fletcher? It is five years, after all. How do you think this trial is going to come into being if there is no-one to advocate on his behalf? And how can I (or anyone else) advocate on Mr Fletcher's behalf without holding up a light to the role that APLE has played in his pursuit and prosecution?
If APLE were in any way committed to the human and legal rights of Mr Fletcher, Samleang Seila would come straight out and say, "Yes, Mr Fletcher is entitled to a fair trial and APLE will advocate on his behalf to secure one."
If APLE has no interest at all in Mr Fletcher's legal and human rights (as has been the case for five years now) it will remain silent, refuse to talk with the media and, perhaps, use the courts in an attempt to silence me. This may well succeed but will only serve to bring to the attention of a lot more people the gross miscarriage of justice that has occurred here.
