In the event
that you decide, as editors of the Phnom Penh Post and Cambodia Daily
respectively, to look a little more closely at the Cambodian Children’s Fund
eligibility to solicit contributions in New York state, the following may be of
interest.
From the
Charities New York website:
“Make sure your organization is properly registered with
the Attorney General's Charities Bureau and current in its annual financial
filings.”
The
Cambodian Children’s Fund is not registered with the Attorney General's
Charities Bureau
“All solicitations must advise potential contributors that they may
obtain a copy of the soliciting charitable organization's financial report from
the Attorney General or from the organization itself.”
As journalists, Chad and Colin, you could ask both CCF and the New York
Attorney General for copies of CCF’s financial reports for the past five years –
if only to confirm what is clear from a five minute internet search: CCF is not
registered.
Does it matter to either of
you that CCF is not registered in New York state as a charity?
Do sponsors of and donors to a
charity that raises $10 million a year have a right to know that CCF is guilty
of charity fraud in New York state?
Fast-forwarding down the page a little it is asked:
(g) Whether the organization is authorized by any other governmental authority to solicit contributions and whether it or any of its present officers, directors, executive personnel or trustees are or have ever been fined or otherwise penalized or enjoined from soliciting contributions or have been found to have engaged in unlawful practices regarding solicitation of contributions or administration of charitable assets and whether its registration or license has been suspended or cancelled by any court or other governmental agency together with the identity of such courts or governmental agencies and the reasons for such fine, penalty, injunction, suspension or cancellation.
James Mc Cabe’s conviction was
not for charity fraud, of course, and it may be that James Sheehan is unconcerned
about the “unlawful practices” ( drug ‘stings’) that resulted in a jail
sentence!
2. The registration form shall be signed under penalties for perjury by
the president or other authorized officer and the chief fiscal officer of the
organization.
You
might ask, as journalists, whether the penalties for fraudulently soliciting
money in New York are as serious as (or more serious than) the ‘perjury’
referred to here.
Another stipulation for registration of a charity in New York requires that the charity provide:
(i) A copy of its annual report, if any, for the immediately preceding
fiscal year in accordance with the requirements of section one hundred seventy-two-b
of this article.
Is it of any interest to you,
as editors of the two most widely read English language newspapers in Cambodia,
that Scott Neeson and CCF have breached 100% of their legal obligations, clearly
expressed in Article
7-A, Executive Law, “Solicitation and Collection of Funds for Charitable
Purposes”?
Is there any breach of the law, of
professional ethics or of Neeson’s obligation to be transparent and accountable
to donors, sponsors and the media that will induce either of you, as editors,
to publish anything about CCF other than cut-and-paste stories gleaned from CCF
press releases?

So, the arch-scammer Neeson leads a full, rich and happy life whilst his many victims suffer deprivation and hunger. The innocents however (provably) languish in filthy conditions in hell-hole jails. Justice? What justice?
ReplyDeleteIf Neeson has been running illegal charity events in NYC for years how are the people who have donated been able to claim that on tax ? .. how deep does this go !
DeleteIf a donor claimed tax deductions for donations given to an illegal "charity", their tax returns could be subject to audit, penalty, refiling, and interest on the amount shorted and penalties. How many large donors would have given significant amounts to Neeson? If it could be proven, it could cause quite a shit storm!!

DeleteDavid Fletcher has been a friend since 82; I have never seen him more excited about his work than when he was helping the kids at the dump; I would often get a phone call and hear about a child he saw that needed medical attention and he was able to hook him up with the care he or she needed;
ReplyDeleteTruck loads of fresh food was delivered and freely given to the kids and often parents who came out;
None of this was done to make money for himself;
David had very little money and what he had often went into helping the children. This is what Scott took away; Yes David is rotting in prison but that's not the only person that was harmed.
Children went hungry; Because David was jailed for feeding them. I see scott "living the life" while David, now over 70 years of age sits in a prison and kids still go hungry. A lot of people in Cambodia are in on this. One day this will all be exposed.
I, too, have been a friend of David since 1982. I shared a vacation with David just prior to his relocating to Cambodia. He had previously made a trip there for initial preparation to establish a business there. While there, he had visited the dump, and the plight of the children there had made a lasting impression on him. He spoke about the heartbreak he had witnessed and told me that he intended to help provide food for them when he returned. After establishing his business there, he sent me many photos of his visits to deliver food. He was so proud that he was able to make the lives of the children better.
DeleteIt is such a shame that someone like Scott Neeson. who only sees the plight of the children as a means to gain money and power, instigated the false imprisonment of David Fletcher.
McCabe was a thieving pig while serving as a cop . Now he plays pretend cops in Cambodia . Full access to children and has both hands in the charity world run by Scott Creepson .

ReplyDeleteHas Neeson yet produced any evidence that "David Fletcher was grooming young girls"? From what I can tell Fletcher is imprisoned based on Neeson's statement, for a crime that never happened, in a location that didn't exist, while Fletcher wasn't even in Cambodia! WTF!!
ReplyDeleteSo one high school dropout takes hundreds of children from their families, takes hundreds of homes from the impoverished, locked a family out of their home for being $12 behind on their rent all while he is collecting thousands of dollars a year on their other children, hires two disgraced ex-policeman to run his Child Protection Unit (one of them a pimp, the other an admitted drug dealer), AND collects millions of dollars in illegal donations.
ReplyDeleteThe other man feeds the impoverished, is charged with a crime that never happened, is not given a fair trial, but gets sentenced to life in prison. His British Embassy destroyed evidence of his innocence, a corrupt human rights organization enticed false testimony, and the Cambodian press refuses to investigate and report on his case!
Something smells very bad in Cambodia!!
