Dear Foreign Secretary

Whilst you clearly wish to do all in your power to obstruct David Fletcher in his quest to be given a fair trial in Cambodia the same cannot be said for certain members of your staff who are committed to the rule of law. The Foreign & Commonwealth Office is now leaking like a sieve and in the near future your attempts to pervert the course of justice in Cambodia will be seen for what they are.

It is your political misfortune to have inherited from Theresa May the ‘Jim Gamble problem’ but your duty now is to protect the legal and human rights of David Fletcher and other UK citizens like him and not to cover up for Gamble in an attempt to save the Commonwealth & Foreign Office from public embarrassment. For the role he has played in the incarceration of innocent men Jim Gamble should be in jail and will be one day if the facts surrounding his departure from CEOPS (Child Exploitation and Online Protection Centre) were ever to be aired in a properly constituted court of law.

I will have more to write about Jim Gamble but in the meantime I wonder if you couple please ask Joanna Roper to either (a) send Mr Fletcher an attachment that actually has a letter in it or, preferably, (b) cut and paste the content of her letter and send it in email form to Mr Fletcher.

Ideally I would, with the power of attorney conferred upon me by Mr Fletcher, be copied on this email. However, since the message you have passed down the line within the FCO is to obstruct me in my attempts to help Mr Fletcher, as David Fletcher is being obstructed, this is not going to happen. Joanna will, with a bit of luck, do a quick cut and paste job, send the email to Mr Fletcher, he will then pass it on to me (if he is online) and I will write to you again regarding the contents of the email. What a childish routine! If you must employ a gaggle of spin doctors, Mr Hammond, at least employ some who are clever enough to make their attempts to obstruct a little less obvious!

Finally (for now at least) a few words about poor Bhavesh Wadher – to whom has been tasked the job of creating the illusion that the Parliamentary Ombudsman is prepared to look with an objective eye at Mr Fletcher’s complaint. As I have already noted, and as Bhavesh Wadher knows, it is not possible for Mr Fletcher to fill out any forms in the jail in which he is incarcerated and to post them to Bhavesh Wadher. Even if he were able to fill them out and have them smuggled from the jail (since Mr Fletcher is not allowed to either send or receive mail) the forms would not reach London by 15th Dec. Bhavesh Wadher knew this when he made contact a week ago. The objective here is to create the illusion, on paper, that the FCO is following the correct procedures such that, at some point in the future (in court, for instance) it can be argued that Mr Fletcher did not avail himself of the opportunity to make a formal complaint about the Foreign & Commonwealth Office.

At the risk of belabouring the point, let me quote Bhavesh Wadler’s email again.

PROTECT
Dear Sir

Your complaint to the Parliamentary Ombudsman

Further to your recent emails in relation to your complaint about the Foreign and Commonwealth Office, I have spoken with Mr Alan Haselhurst MP. He has asked that your complaint be referred to us.

We need more information from you before we can consider your complaint. I would be grateful if you could complete and return the attached complaint form by 15 December 2014. Until we have received this we are unable to consider your complaint. If you need more time to do this please contact us as soon as possible.

If we do not receive this by the above date we will close your case. If we receive it after this date, we will consider it at that time and open a new case for you.

Yours faithfully
