As has been clear for many months now, World Housing does not 'gift' houses to families living in slums. The houses are 'gifted' to whoever owns the land upon which the houses are erected.They are then rented to 'slum families'.

World Housing, in conjunction with the Cambodian Children's Fund is deceiving sponsors and donors, whilst enriching whoever owns the land.

This is a scam!

For most of us, the word 'gift' conjures up the idea of something given for free; not something rented. In the PR world of Scott Neeson 'gift' and 'gifted' can mean whatever he wants to make them mean!

A few months ago the Cambodian Children's Fund was billing World Housing a little more than half this $5,000 quote for the same houses - houses that cost around $1,000 to manufacture.

Why this sudden and very rapid rise in the cost of the houses?



Should it be the role of a Vancouver-based academic (Pete Dupuis) to take it upon himself, in conjunction with Scott Neeson, to "build a thriving community" or is the building of communities something that Cambodians are more than capable of doing themselves? 


Cambodians have their own social structures, developed over hundreds of years. Should Western social engineers be telling Cambodians how to "build a thriving community"? 

This question is particularly important since Scott Neeson insists that everyone living within the community not only sign a contract that they are not allowed to keep a copy of but that they abide by his rules and regulations or they will be kicked out of the community. 

This is not a non-profit initiative. Donors will be contributing $5,000 towards the building of a house that costs $1,000 or, if the cost of construction is taken into account, $1,500 at most. What happens to the $3,500 in profit?


And, given that the houses are owned by the owner of the land, he or she is not only receiving housing free of charge (and thereby increasing the value of his or her land) but is able to charge rent to the 'slum families' who are engaged in this Neeson/Dupuis experiment in social engineering.  

Scott Neeson refuses to real who is the owner of the land and hence who is the actual recipient of the 'gifted' homes. 


If this 'gifting' scam takes off globally (and it seems, on paper, to be a great idea) there are tens of millions of dollars to be made by World Housing.

  3. Here is a link to homes that cost $2500, are more than 3 times the size (they claim 80 sq meter, but are including the space under the house, so 40 is more appropriate), have solar including a water pump, and water filter and water storage of 3000 liters I think.

    Of course you know about Global Village Housing. Has solar, large water storage, half the cost depending on which option of house size you pick. Includes transport to remote Cambodian locations.

      Building Trust International, Atelier COLE, and Habitat for Humanity Cambodia have collaborated on a project to create affordable housing for low-income Cambodians. The result, dubbed Framework House, is a sustainable home that is built primarily from bamboo and wood, and it costs just US$2,500 to build.

      Reminiscent of Vietnam's S House, the pilot Framework House project was conceived to serve vulnerable Cambodian families affected by HIV/AIDS in particular, and those generally in poor health. A total of nine homes were built for this purpose and the most recent was completed just last month. A Building Trust International representative told Gizmag that the firm is aiming to roll out the scheme to more low-income people, and is also developing another, higher-density home for urban areas.

      Framework House is built primarily from wood and bamboo, and comes in several different iterations. The family receiving it gets to decide what kind of layout they need, and examples include homes suitable for keeping livestock in, and homes which double as small stores.


      The two-story dwellings measure a total of 80 sq m (861 sq ft), and like the Waste House, feature recycled material used as insulation. On the ground floor, earth bags, plastic bottles, and clay bricks were used, while first-floor insulation includes wattle and daub, split bamboo, and woven bamboo. The sleeping area is located on the first floor to protect the occupants against flash-floods.

      Though the homes are basic, they are also innovative. Operable shutters aid passive ventilation and large overhanging roofs enable rainwater collection. The rainwater runs into a gutter and is collected into both a 1000 L (264 US gallon) catchment tank for drinking, and another 2000 L (528 US gallon) tank for washing and cooking. In addition, a small solar panel provides enough juice for charging a mobile phone or using a water pump, and a solar powered light provides safe illumination inside.

      Where possible, local builders and local materials were used to make the houses.

      A) Enable them to own a house: cost $2,500

      &

      B) Rent them a house they can never own: cost $5,000.

      Why would any NGO even consider option B)?

      Unless, that is, the objective of this NGO is to cream about $2,500 off the top, guarantee a continuous source of rent income and add to the value of the land on which the houses have been erected.

      Option B) has another problem attached to it: cultural imperialism.

      World Housing’s Cambodian initiative is based on the premise that Scott Neeson and an academic in Vancouver, Canada, have a right, born of their access to capital, to engage in a social engineering experiment with poor Camhodian families.

      Scott Neeson and World Housing, between them, believe that they know better than Cambodians just what a community should be like. Indeed, Scott is so sure of himself that he has instituted rules and regulations that his ‘tenants’ must abode by if they wish to remain part of his a Peter Depuis’ social experiment.

      This profit-making social experiment, based on the lie that homes are being ‘gifted’ to poor families, is a scam, pure and simple.

      If Neeson and Depuis are able to market this ‘gifting’ scam effectively, they stand to make a lot of money. Worse, using money provided by sponsors and donors who believe they are helping poor families, Neeson and Depuis (along with Graeme Brewster) get to use poor Cambodian families as guinea pigs in their social engineering experiment.

      Why alarm bells are not ringing within human rights organisations is a mystery to me. Why the Cambodian government allows such cultural imperialism and exploitation of Cambodian poverty is not a mystery to me, though I imagine that there are many within government who are not happy to see Neeson and World Housing make huge profits out of the exploitation of poor Cambodians.

      It will be interesting to see how Team Neeson Trolls, and Neeson himself, find a way of justifying this world housing scam. I’m sure they will give it their best shot!

      I have never met Scott Neeson so I cannot say, from personal experience, that there is anything that I like about him as a person. Or anything I dislike.

      As for CCF, I tend to think that it has done some good - especially in providing education for kids who would otherwise not have received it. It seems to me that CCF has the potential to do much more good than it is currently doing if it were to change its funding model; if Scott Neeson stopped trying to be a social engineer (and make a lot of money in the process) and put his undoubted marketing talents into selling the idea to donors and sponsors that the best way to help impoverished Cambodian kids is within their families; within their communities.

      A few questions for you:

      Regardless of how much Scott Neeson might have done for poor families, do you think it right, proper, appropriate, that he lie about ‘gifting’ homes to poor families when in fact World Housing is ‘gifting’ the homes to the owner of the land upon which they are built?

      A simple 'yes' or 'no' answer will suffice.

      Does it bother you at all that the cost of Neeson World Housing homes has close to doubled this past few months?

      What do you make of the fact that another NGO (indeed, more than one other) can provide a house to a family that it can own, for $2,500, whereas World Housing can only provide a smaller home for double the cost and one that those who live in it can never own?

      As for your other observations, I am writing here as a journalist, as a critic. What I have done or not done in terms of helping other people is irrelevant in this context.

      As a filmmaker I have been subjected (as is appropriate) to harsh criticism of my films. For me to turn around to a critic and attack them on the grounds that they have not made a film themselves would be petulant and stupid. Likewise, if politicians were to dismiss their critics on the grounds that they had never been politicians, they would be treated with appropriate derision.

      This, like most Team Neeson arguments, lacks both common sense and logic.

    Dear Mr Neeson,

    As you are no doubt aware I wrote to you openly a short while ago in the intetests of complete transparancy concerning our differences.

    As I did not get the courtesy of a reply I reluctantly have to resort to an open letter.

    My main concern is of course you published, and alleged that I was grooming young girls at Stung Meanchey. At the time you offered no evidence of this accusation. I asked you on several occasions, as James has, to produce this evidence and take it to the police. You did not do so.

    Of course you had your partners in crime, APLE, SISHA, CEOP and the FCO following me, filming me, photographing me for two years. Surely these organisations, after two years, must have mountains of evidence to produce of my grooming. But it is very odd, after they installed a fake business oposite my bar to film all this grooming, they, like you, produced no evidence whatsoever. They all missed the two brutal rapes I allegedly comitted in a bar that did not exist at the time when I was not even in Cambodia!

    They missed the fact, according to APLES author of poor Danys court statement, that after two hours of deep penetration she was still a virgin with hymen in tact! Very strange indeed! you all missed that. Until Sept 2010 when you and your partners in crime knew from the doctors report that Dany was still a virgin.

    Isn't it odd you they missed my real girlfriends coming and going and my life with my wife? strange that. Everyone was so engrossed in my sex life, they missed all that! It is, as you know full well in the hands of the investigation authority. Under these laws Mr Neeson, you answer to the UK, not your paid for lackys, PPP or some banana republic.

      As I have written before, what I have done or not done in my own life as regards helping other people is of no relevance here. Whether you wish to call me a journalist or not is of no consequence. (My first articles were published around 40 years ago but so what!)

      The only point of any relevance now, on the eve of 2016, is that I have collected together a good deal of information that reveals you to be a scam artist exploiting the Cambodian people with the objective of making a lot of money and of building up for yourself a reputation that is based on lies. Your World Housing scam is the most recent and most obvious of these. This is not just guess work on my part. There is no conjecture here. The fact that it is a scam can be found in your own words and those of Graeme Brewster – your Canadian companion in fraud. You say you are ‘gifting’ houses to poor families, knowing full well that this is a lie; knowing full well that most donors and sponsors will arrive at the conclusion that you are giving the houses to poor families when you are not.

      Why the Cambodian Children’s Fund board and your various sponsors and donors are parties to this scam is a mystery to me. In the case of the board there are no doubt some perks involved in being a board member that induce them to turn a blind eye – free air trips to Cambodia, first class accommodation, eating at Black Bamboo and basking in your reflected glory. In the case of sponsors and donors my guess is that they do not know that the houses are going to someone within Team Neeson and not to poor families; that the owner of the land is being given hundreds of thousands of dollars of free housing – thus increasing the value of their land and enabling them to become rich as slum landlords.

      When sponsors and donors find out that you have lied to them about who is being ‘gifted’ the homes they will desert you in droves. Even worse, perhaps, is that many other sponsors and donors will desert other charities and NGOs that really are doing what they say they are doing; other NGOs who are committed to helping impoverished families within a family and community context.

      It is a great pity, I think, that the NGO community in Cambodia does not join forces to expose scams such as your own and declare you persona non grata. This would make it much more difficult for you to persist with your scams. Given that so many other NGOs are engaged in similar scams such a united effort on the part of the NGO community is unlikely. Nonetheless, the bubble within which you are able to get away with your scams cannot last indefinitely. One day you will fly too close to the sun, your wings will melt and you will come crashing to the ground.

    First up, I trust that you all have a merry Christmas.

    Secondly, now that you have finished (hopefully) patting yourselves on the back fro all the good work you are doing, would you like to answer these simple questions:

    Why does the Cambodian Children’s Fund persist with the fiction that houses are being ‘gifted’ to poor families when it is not so. The houses are being ‘gifted’ to whoever owns the land upon which they are being erected.

    (2) Why is it that the cost of these houses has almost doubled in the past few months?

    (3) In the interests of transparency and accountability will you make public the ‘contract’ you force families to sign if they are to rent a house from CCF?

    (4) Why do you now allow the parents of children in CCF residential care to retain a copy of the ‘contract’ they must sign?

    (5) Has CCF revised the figure used in its 2013 income tax return of $4,000 per year to care for one child in residential care who is also attending a CCF school for half a day each day of the school week?

    (6) Of the $4,000 CCF claims to spend (and hence receive) per child per annum, do you intend to increase the rice support for the remainder of the family working in the rubbish dump (including children) from $120 per year?

    This last question is just for you Scott:

    (7) Will you either make public evidence that Mr Fletcher was ‘grooming’ girls or make an equally public statement that either (a) Andrew Drummond misquoted you or (b) that you had no such evidence back in 2010 and have none today?

      You accuse David Fletcher of ‘grooming’ young girls but provide no evidence. The Phnom Penh Municipal Court, in a secret trial to which he is not invited, finds Mr Fletcher guilty of raping a young woman who denies the rape and remains a virgin. And now you say that there is no need to provide evidence because Mr Fletcher has been found guilty!

      What a warped sense of justice you have! If you had merely been a casual bystander in 2010 your callous disregard for Mr Fletcher’s right to a fair trial would be reprehensible in a man such as yourself who is, in theory, committed to human rights and the rule of law. You were not simply a casual bystander though, Scott, were you? You were an active participant. With no evidence at all in support of your allegations you accused Mr Fletcher of grooming young girls. You worked with Steve Morrish at SISHA, with Samleang Seila and Thierry Danaudet at APLE and with the British Embassy to see to it that Mr Fletcher was arrested in Thailand (on no charges) and then, in September 2010, when you became aware that Yang Dany was a virgin still you, like Steve Morrish, Samleang Seila and Thierry Danaudet kept this fact to yourself and did not allow it to stand in your way of achieving your goal – of sending Mr Fletcher ‘packing- - to use the expression you employed when talking to Andrew Drummond.

      You played an integral and important role in the jailing of a man without even the semblance of a fair trial and now claim that no evidence of ‘grooming’ needs to be produced because Mr Fletcher was found guilty of grooming.

      I know, Scott, that facts and truth play very little role in the way in which you run your life, but the fact is that Mr Fletcher was never charged with ‘grooming’, let alone found guilty of it. He was charged only with a rape for which, as you know, there is no evidence at all. That you have played a significant role in Mr Fletcher’s being in jail does not trouble your conscience at all.

      You are an unprincipled man, a liar and a con artist who exploits both the poor and powerless in Cambodia to build your mini-empire and who exploits the generosity of donors and sponsors who believe that they are giving a house to a poor family when in fact they are giving a house to the owner of the land upon which the houses are erected.

      For as long as you have the power and influence that accrues to the enormous amounts of money that flow into CCF’s accounts you will be free to behave in Cambodia in whatever way you wish with impunity. This will not, cannot, last indefinitely however and if you do not understand this it is because you think your money and connections make you untouchable. I imagine that Somaly Mam felt the same way in the months, weeks and days before she was exposed as a liar. The time will come, Scott, when you are exposed as a fraud in a very public way and the house of cards you have built will collapse around you.

I heard a few days ago that the stupid old cunt Humphrey Hollins was sacked from his last job at Northbridge due to incompetency and stuffing up a few basic things. Apparently he has leukaemia with not long to live. Karma is a beautiful thing. Not long before his will join his good old mate Peter Hogan as worm food. Now that would certainly make this xmas a special one.

    "Khmer 440, a Cambodian-based chat room saw several threads that expressed hostility to the organisation’s methods, but most were shut down quite quickly by the moderator, who appeared to fear retaliation.

    (Full disclosure: Penh Pal has no relationship with nor has ever participated in the discussion board of Khmer 440.)

    Subsequently, however, a well-know expat bar on the riverfront was visited by a group associated with SISHA (including, it is understood, Morrish himself) around a month ago and the patrons quizzed as to whether they were responsible for postings on the forum. According to witnesses, one patron was reported held by the throat against a wall as he was interrogated. This apparently went on for an hour and a half, with one patron describing Morrish as appearing to be in a steroid-driven rage.

    Apart from the stupidity of this, it was also a huge tactical error. Bullying seldom endears people to your cause.

    Since then, there has been a torrent of criticisms of both Morrish and his organisation as people has become emboldened to speak up about things they have known about for years but been too intimated to mention. Morrish’s propensity for threatening critics with defamation lawsuits has been a key part of this, as he is alleged to have done again in the last couple of days with the Peter Hogan of Khmer 440.

    Since these events have become common knowledge in the expat community, Penh Pal understands, Morrish’s position in the organisation was been raised. Morrish also has another business, SM Services Group, which he set up with a profession firefighter from Melbourne, Paul Hurford (who everybody says is an all-round good guy), which (somewhat ironically) claims to have conducted numerous due diligence, brand protection and fraud detection projects for several leading companies.
    People are now questioning Morrish’s past in the Victorian police, which just happened to coincide with the period celebrated in the Underbelly series. Of course, this may be just coincidence, but some have questioned why Morrish should have suddenly quit the force after a career of eight-years as a “criminal investigator involved in numerous complex investigations centred around drug-trafficking, organised crime, fraud and financial deception and many other serious crimes” and abruptly moved to Cambodia?

    This may be unfair, but his antics here in Phnom Penh over the last couple of months appear to have done irreparable harm to the organisation he founded."

  13. Steve Morrish’s Garage Bar Caper

    Morrish, 43, cared greatly about what people had to say about him and his NGO. When observers started to criticise SISHA's role in the LIA closure, he started to get mad.

    On one expat forum, someone calling himself "keeping_it_riel" wrote, "It sounds to me like one bunch of Aussie cowboys in the anti-trafficking industry going after another bunch of Aussie cowboys in the orphanage 'pity' industry - totally unsavoury, whichever way you look at it." Added "ken svay": "Another f...ing ex copper who likes the good life. Why don't they stay at home and fight the good fight?"

    Morrish, a stocky man who was known as "Bulldog" when he served in the Victorian police force, seethed as the online comments mounted. Who did these parasites think they were to write such "vile dribble"? In late April last year, at an expat watering hole, he snapped; after all, take a bunch of sweaty expat men with a few schooners of Angkor in them and some steam to blow off, and things were bound to go pear-shaped. Afterwards, the words people threw around online to describe what happened were worthy of a film script: "a raid", "a lock-in", a "thug squad assault". Morrish's antics whipped up more than a little hyperbole. Everyone, it seemed, had gone troppo.

    But oppressive humidity and too much beer had nothing to do with what was to follow in the city dubbed Dodge City, Scambodia. Over the next three months, the rumours flew: now SISHA was in financial strife; Morrish had diverted Rinehart funds donated for specific projects to cover SISHA's inflated operating expenses.
    Then, on August 16, an announcement that was met with glee in the city's bars and chatrooms: "Steve Morrish has resigned as executive director of SISHA." Within days, Gina Rinehart had stepped down from its expert advisory panel….

    Around sundown on April 30 last year at Phnom Penh's Cathouse Bar, Steve Morrish was sharing his own feelings about vindictive and jealous people. Holding court with a bunch of blokes, his hand characteristically stuck on his hip, he whinged about the cowardly "bottom-feeders" hiding behind keyboards and false names who had criticised SISHA's involvement in the shutdown of Ruth Golder's orphanage.

    For weeks, stories had been circulating that she was an "old, well-meaning lady" and that SISHA was trying to take the credit for the "raid" on her premises to lure more donors for itself. Not so, Morrish said. The critics were jealous of his success. "Steve felt cheated, that they didn't know him or the work of SISHA," says one who heard him building up steam.

    Several blocks away at the Garage Bar, it was a quiet night. Lancashire-born sausage-maker Jonny Atwell was drinking rum and chatting with Peter Hogan, an expat Londoner who runs the Khmer440.com website and its forums, and "Brunt", an American Vietnam vet and the bar's co-owner. A couple of Cambodian women were behind the bar. "Like a police raid - only bad police who were drunk and on steroids," is how Hogan describes what happened next.

    Morrish and nine other Western men barged in and, according to Hogan, sealed off the entrance and exit. "Where's LTO, where's Vladimir, where's Humphrey?" Morrish barked. They were the online identities of some of his Khmer440 critics and, although he had never met them, Morrish had heard they drank at the Garage Bar. They were not there that night.

I am going to pull my cock out.' " The Khmer440 posters were all paedophiles, Morrish raged. He'd have them arrested and get their visas cancelled. He interrogated Jonny Atwell about his identity. Atwell pointed to the bar's blackboard menu where his Louisiana snags were listed. "I'm Jonny, I make sausages. I don't know who you're after, but it's not me."

      Morrish demanded to know about the commenter "keeping_it_riel", who had condemned the "Aussie cowboys" on Khmer440 after the LIA orphanage closure. What he didn't know was that "keeping_it_riel" was what Peter Hogan called himself on his own site, and when Hogan said he had a bus to catch, he was allowed to leave. "It was extremely scary," says the bespectacled Hogan, who headed to the nearest police hut.

      By all accounts, Morrish and a second Australian, whom the men called "Big Steve", were the only protagonists. The other eight men watched proceedings with amusement. Atwell wasn't amused, especially when "Big Steve" grabbed his throat. "I said to him, 'Let go, let go now', and he did. I don't take shit from anyone." A little later, when Atwell tried to leave the bar for a smoke, "Big Steve" put him in a headlock.

      Atwell says the situation was "uncomfortable" but "comical, really". When later he asked who "Big Steve" was, one man in the group answered, "If you want to carry on making sausages in this town, you'll keep your mouth shut." Soon after, "Big Steve", a slightly built man, apologised for his behaviour. Meanwhile, Hogan had returned with a police officer who was shirtless and drunk and took one look into the bar and fled.

      After the event, when people put the pieces together and worked out Morrish had been the leader, nobody was surprised. "Before this happened, you'd hear stories about his behaviour in bars," says Hogan.

      "Steve with alcohol is an ugly person," says one expat who knows him. Another who has seen Morrish in hostess, or "girlie", establishments such as the Rose Bar says his behaviour in them makes other men's look saintly.

      Morrish declined to answer questions about these comments. His critics point out such behaviour is inappropriate for a man who takes donor money to rescue women and children from traffickers, brothels and orphanages. But Morrish seems to have a blind spot for inappropriate behaviour. At one point, he used the slogan "Bugger a Pedophile" for his SISHA organisation. Other SISHA promotional material features an Asian pop star saluting in a revealing, bondage-style dress

    So then he formed a mob and set out to beat up a bunch of strangers who dared to talk about his NGO without his permission.

    And so it was mission accomplished. Now everybody knows him, his work and the kind of people that work in his field. And we see them here again, commenting on this blog. Swearing and threatening and wishing death on people for expressing opinions that they don't agree with.

    These are the foreigners and NGOs setting examples of corruption and violence for the Cambodians cops and courts to see, the people we are supposed to trust when they say "we know Fletcher is guilty and deserves to be in prison, and that should be good enough for you."

    I have written to you in the past, asking politly for the evidence that you say you possess relating to my alleged unsavory acts with children at Stung Meanchey city dump. I have asked you to publish this evidence and report it to the Cambodian police.

    As you no doubt are aware Mr Neeson of CCF did the same as you, made allegations via the press, you know the ones, they treat your word as gospel, at the moment ! He did as you, very quick to demonize me, very slow, in fact static, to produce evidence.

    History tells us you are very good at writing other peoples court statements and shall we say, being very creative with the truth and pie in the sky promises! Of course you get away with this when it's a poor girl who cannot speak English and has no idea what you have written, and does not eve know the definition of rape!

    Then of course you are very good at framing and defaming anyone that might marginally fit your profile of a prospective peadophile. The donations just glaze your eyes and give you wet dreams. But you see, history tells us that this is your agenda - lies, scams and false promises. So now is your chance to prove me wrong and yourself righteous and interested in the truth!

    Publish and give to the police all of the wrong doing I have supposedly done. Give the world your evidence of me living with an underage girl that you accuse me of, when in fact she was my 26 year old wife.

    Lets talk with Dany and mother in court openly to see if I raped her, lets ask the questions in a language she understands, not a fantasy you have written and she is told to thumb print and she will get $30,000. That is if you can find her after people trafficking her to China. Oh her mother has been moved also, how strange?

    While we are on the subject of strange, following me for two years and you are keeping secret all that evidence of me doing unsavory things. You and your ilk must have a huge amount of evidence after all that work and the donations you have wasted. Cash all this in and give the police the evidence. Don't forget to tell them that the alleged crime scene did not exist and you were not watching or filming that day! Don't forget to tell them I was not in Cambodia at the time, oh, I forgot, you were not watching and filming then were you! Very strange that.

    I will give you one thing Mr Sliela, at least you don't even pretend to be interested in the facts and have said so in public. Its just a matter of law. My papers were delivered late to the court through no fault of my own but that is enough reason in your eyes for me to spend the rest of my life in jail.

    I cannot think of the right words to use to describe a man of your character.

  17. Ha ha ha. No one gets sacked from Northbridge. I left because I had a medical problem and it was time to qualify for the pension. I did a great job at Northbridge and saved then hundreds of thousands of dollars. So many anonymous people on here. What do they have to hide?
